# New York's short-term rental law and AI agents

> Since September 2023, booking platforms can't process stays for unregistered NYC short-term rentals. What that means when AI agents book New York stays.

New York City has some of the strictest short-term rental rules in the US. Under Local Law 18, hosts offering stays of under 30 days must register with the city's Office of Special Enforcement, and booking services such as Airbnb, Vrbo and Booking.com may not process transactions for unregistered rentals. Enforcement began on September 5, 2023.

This isn't a legal guide. It's about what the rules mean as AI agents start booking New York stays.

## What changed for travelers

The supply of short-term rentals in New York dropped sharply after enforcement started, as many listings came down. Travelers who used to book apartments now look more at hotels, including small independent hotels, and at legal alternatives.

When a traveler asks an assistant to "find me an apartment in Brooklyn for a week", the options it finds are shaped by the law. Platforms that verify registration should only show eligible listings.

## Where agents come in

An agent booking New York accommodation will:

- Search platforms, hotel sites and maps.
- Compare price, location, reviews and rules.
- Book the best option, or offer a short list.

Agents don't check registration themselves. They rely on platforms to filter. That's fine on compliant platforms. The risk is off-platform listings, such as a host's own website or social posts offering unregistered stays. An agent might find and try to book one without knowing the rules. For guests, that can mean a cancelled stay or trouble on arrival.

## Opportunity for independent hotels

With fewer short-term rentals, small hotels in New York are competing for travelers who would once have booked an apartment. Those travelers often want space, a kitchenette, or a neighborhood feel. Independent hotels that describe rooms clearly, with sizes, bed types and kitchen facilities, are easier for agents to match to those requests.

New York hotel stays also carry hotel room occupancy taxes and fees. Agents need to quote the full total. ## Hosted stays

The law allows some hosted stays, where the host is present, under specific conditions. Rules about guest numbers and access apply. Check the city's [registration law page](https://www.nyc.gov/site/specialenforcement/registration-law/registration.page) for current details.

## Short-let rules elsewhere

Other cities set their own rules. London limits whole-home short lets to 90 nights a year without permission, and Scotland licenses short-term lets. See [London's 90-night rule](https://akkrev.com/blog/london-90-night-rule-ai-agents/) and [Scotland's short-term let licensing](https://akkrev.com/blog/scotland-short-term-let-licensing-ai-agents/). In each case, rules shape what agents can book, and accurate listings matter more.

## What this means for AI recommendations

AI assistants increasingly mention legality when recommending New York stays. Listings and sites that state their status clearly are easier for AI to recommend with confidence.

## How to check

If you run a small New York hotel, ask an agent: "Find a place to stay in [your neighborhood] for a week with a kitchenette, and book it on the property's own website. Stop before paying and tell me the total including taxes." See whether it finds you and quotes the right total. ## Questions

### What is Local Law 18?

New York City's short-term rental registration law. Hosts offering stays of under 30 days must register with the Mayor's Office of Special Enforcement, and booking platforms must not process transactions for unregistered rentals.

### When did enforcement start?

September 5, 2023, according to the city.

### Does it apply to hotels?

Hotels and buildings legally approved for transient occupancy are treated differently. Check the city's guidance for your property type.

### Can an AI agent book an unregistered NYC rental?

On compliant platforms, it shouldn't be possible, because platforms must verify registration. Off-platform bookings are a different matter and carry risk for host and guest.

### Is this legal advice?

No. Check with the Mayor's Office of Special Enforcement.
