# UK tourist taxes and AI agents: Edinburgh, Wales and what's next

> Edinburgh's 5% visitor levy started for stays from 24 July 2026 and Wales has passed its own. Here's how levies affect the prices AI agents read and quote.

The UK has started taxing overnight stays. Edinburgh's visitor levy applies to stays from 24 July 2026, and Wales has created a framework for councils to introduce their own. For AI agents comparing hotel totals, the question is simple: is the levy in the price they see?

## Edinburgh

- **Rate:** 5% of the cost of overnight accommodation.
- **Cap:** up to five consecutive nights.
- **Applies to:** stays on or after 24 July 2026, for bookings made and paid, in part or in full, from 1 October 2025.

## Wales

Welsh councils can choose to introduce a visitor levy, starting on 1 April or 1 October in a given year, after consultation and a year's notice. Accommodation providers across Wales must register by 31 March 2027, even if their council doesn't charge the levy.

## Other places

Other Scottish councils have consulted on levies, and the debate continues in parts of England. Expect more.

## Why levies matter to agents

Agents are often asked for a total price under a budget. A levy that appears only at the final step means:

- The agent quotes too low and the guest sees a higher total at payment, or
- The agent finds it late, recalculates and picks a competitor.

UK price transparency rules require mandatory taxes and charges to be included in the headline price shown to consumers, which, done properly, solves this for agents too. See [the UK drip pricing ban and AI agents](https://akkrev.com/blog/uk-drip-pricing-ban-hotels-ai-agents/).

## An Edinburgh example

Take a guesthouse charging £150 a night for a three-night stay in September 2026:

- Accommodation: £450.
- Visitor levy at 5% on all three nights: £22.50.
- Total: £472.50.

If the guesthouse's site shows £450 until the final step, an agent asked for "under £460" includes it, then finds the extra £22.50 at checkout. A careful agent drops it and books another place with a clear total under budget. A less careful one reports £450 and the guest sees £472.50 at payment.

For a seven-night stay, the levy applies to five nights only, which is another reason agents need the hotel's own calculation rather than guessing.

## Levies and VAT

Levies are calculated on the accommodation cost. Whether that's before or after VAT, and which parts of a package count as accommodation, are set out in each scheme's rules. Agents can't work this out themselves; they rely on the total the hotel shows. That makes the booking engine's calculation the single source of truth, and it needs to appear early.

## Platforms are ready

Large booking platforms add levies to their displayed totals as standard. Independent hotels using smaller booking engines sometimes rely on adding the levy at check-out or on the final invoice. Agents comparing the two will see the platform's total as more complete.

## What this means for AI recommendations

Visitor levies change the price AI quotes. Stating them clearly helps AI compare your total fairly with hotels in other cities.

## How to check

If you're in Edinburgh, or your council introduces a levy, ask an agent to book two nights on your site and report "the total price including all taxes and levies". If its number is lower than your real total, agents are mis-quoting you. Our [free agent check](https://akkrev.com/ai-agent-booking/#free-agent-check) records where the price changed.

## Questions

### Is the Edinburgh visitor levy included in hotel prices?

It should be shown as part of the total price guests pay. Under UK price transparency rules, mandatory taxes and charges belong in the headline price.

### When does the Wales visitor levy start?

Welsh councils decide whether to introduce it, starting on 1 April or 1 October after a year's notice. Providers across Wales must register by 31 March 2027.
