New York's short-term rental law and AI agents

Since September 2023, booking platforms can't process stays for unregistered NYC short-term rentals. What that means when AI agents book New York stays.
New York City has some of the strictest short-term rental rules in the US. Under Local Law 18, hosts offering stays of under 30 days must register with the city’s Office of Special Enforcement, and booking services such as Airbnb, Vrbo and Booking.com may not process transactions for unregistered rentals. Enforcement began on September 5, 2023.

What changed for travelers
The supply of short-term rentals in New York dropped sharply after enforcement started, as many listings came down. Travelers who used to book apartments now look more at hotels, including small independent hotels, and at legal alternatives.
When a traveler asks an assistant to “find me an apartment in Brooklyn for a week”, the options it finds are shaped by the law. Platforms that verify registration should only show eligible listings.
Where agents come in
An agent booking New York accommodation will:
- Search platforms, hotel sites and maps.
- Compare price, location, reviews and rules.
- Book the best option, or offer a short list.
Agents don’t check registration themselves. They rely on platforms to filter. That’s fine on compliant platforms. The risk is off-platform listings, such as a host’s own website or social posts offering unregistered stays. An agent might find and try to book one without knowing the rules. For guests, that can mean a cancelled stay or trouble on arrival.
Opportunity for independent hotels
With fewer short-term rentals, small hotels in New York are competing for travelers who would once have booked an apartment. Those travelers often want space, a kitchenette, or a neighborhood feel. Independent hotels that describe rooms clearly, with sizes, bed types and kitchen facilities, are easier for agents to match to those requests.

Hosted stays

How to check
If you run a small New York hotel, ask an agent: “Find a place to stay in [your neighborhood] for a week with a kitchenette, and book it on the property’s own website.
